ROC(M) • PVOP (Toronto Harbour Licence) • Pleasure Craft Operators Card (PCOC)
Learn to operate a VHF (very high frequency) radio legally and obtain the necessary certificate. This two-evening course covers all aspects of marine VHF radio operation. On the second evening, students will undergo a brief oral examination and written test to obtain the VHF ROC(M) certificate with Digital Selective Calling (DSC) Endorsement. Register early to receive study material in advance.

The PVOP certification is offered as an option, for an additional fee, with every Basic Keelboat Cruising Course. Add on fee: $75.00 + HST

The Power Vessel Operators Permit Course
The PVOP, formerly the Toronto Harbour Licence) is a written exam and short on-water boat handling test. Take the written exam and demonstrate simple boat handling skills using HBSC’s powerboat to obtain your Powered Vessel Operator’s Permit (Toronto Harbour License). This is not an instructional course. Students will demonstrate simple on the water boat handling skills aboard a small powerboat and write a short test.

In Canada, if you operate a boat with a motor and use it for recreation, you need proof of competency — something that shows you have a basic understanding of how to operate your boat safely and know what to do in an emergency. Proof of competency is required with all motor types (including electric trolling motors) and even when the motor is not in use (such as when sailing).
If you have completed a Sail Canada Basic Keelboat Cruising course it may be used as proof of competency to obtain a PCOC through Humber Bay Sailing Centre.
Current Basic Cruising Student will be offered the opportunity to purchase as PCOC card after successful completion of the Basic Cruising Written Exam. The PCOC card is $65.00 to purchase.
If you are not a current Basic Cruising Student and are interested in purchasing a PCOC card, you will need to purchase the card on the portal and forward a scanned copy of your Basic Cruising Logbook Seal to HBSC for processing. Fee is 65.00
